I don't really know how exactly incest works. I mean I know it's when siblings have sex with each other, but I'm not sure if it's the same even if they aren't biological siblings.
But even if it's not, it's pretty disturbing that Dongho likes Byul, when they basically grew up as brothers, as family.
If the family legally adopted the child as theirs, then it's still incest. (According to the law).
It may be different in fiction world tho and will still depend on the author.
