Bum lied so he wouldn’t be sent to jail right away, he never told them he was stalking him or he killed that girl, and he made it seem he wasn’t in a romantic relationship with sangwoo just someone sangwoo used for pleasure. So he didn’t really need an excellent psychiatrist, he did get therapy but it wasn’t the best. The police cared cause he saw the pain he was in but he didn’t know about bum or sangwoos relationship, he didn’t know him was actually in love with him.
