At first Vachae was just a funny and overall harmless(?) Character but I don't think she is just looking anymore. She saw everything play out but didn't help, let alone protect, her friend's only child. She says its for fun but she always adds oil to the fire which eventually resulted in someone dying. If she hadn't cornered merlin in the name of 'fun' pyros wouldn't have died. I don't see how that's just a spectator. I feel She tries to control things by saying that.
As for Cecil, I know she is cool and strong but no matter what back story, she tricked MC from the start, Attacks her own peers, takes everyone around her for granted while treating them like garbage(Superiority complex?). If she has a back story it has to a damn strong one. Though even then I don't think I can forgive her.
