Welp, in my vision i don't think it's rape, probally. I have read some chapters in spanish, and in that scene, both Tsugumi and Megumi don't wanted to have sex. And Megumi was trying to control himself. In cases like that it's more complicated because they don't have control with themselfes when is reacting to pheromones.
