Well in One's version Garou turned into a monster so maybe this manga will follow that after all Orochi is dead. Maybe the eye monster thingy did some experiment on Garou? He did say Garou has potential to surpass Orochi

Saitama didnt eliminate him. He doesnt kill humans. He did lecture garou though
