PROBABLY... The ass secretary was jealous when the president adopting Touma. Touma's dad is probably gay (can't get a child, so he adopted a child as his heir). Mr secretary might be his lover or a crush (afraid mr.president would love touma more than him, so he set the fire between them). LOL... *just my theory.**
