I was questioning that myself but there was even an omegaverse where the mark can be removed with surgery? So seems like completely writer's discretion
He can have sex with anyone when he's not in heat but that means no else can impregnate him. In chapter six he felt horrible when he was having sex with the beta because he was in heat after being marked by an alpha. I hope this explains things for you.
