Ok, so this may or may not be a yaoi im not so sure but this highscool guy can manipulate like a large area of people or like maybe the whole world to feel or do what hes doing bit he doesnt know hes doing it . I remember that the dude was short, so he was drinking a lot of milk so then a whole area of people and countries started chugging that shit and like the lactose people were in on it too. Pretty sure it was on the news that they were vomiting and stuff. Also theres another guy, he works with the government or something hes just like a spy and he was tasked to help control the other guy and make sure he doesn't have negative emotions or something bad. Also the whole highschool swarms him because the other guy was excited about him and friendly to him. Thanks in advance
