2) HOW did that loser end up on the council??? Besides being a total dick to everyone, he was also known to harrass students by his classmates, so WHY do they keep him around?

    Maybe they did that to keep an eye on him ???
    If he were to hang around with guardian angels,the chances of him bullying would decrease under their watch.

    I honestly don't think they're even monitoring him and just get mad at him after he does something (not that it's stopped him from doing things)
