That's the point dude. He's your typical hipster wanna be anarchist that doesn't really do anything. He got the "league of villains" together. and yeah each one individually have done something atrocious but as a group not so much. All for one was "grooming" him and the real threat and that it's why Shigeraki was never going to evolve as a villain as long as all for one was in the picture

Imma gonna get hate, but I need this off my chest. I don't like Shigeraki as a villain. I do like his character and I'm so happy to get his backstory, but the dude does not make a good villain. A good villain can still be sympathetic, if anything I think those create the most memorable villains, but he's not a threat. He and the league have all this power but they have not done anything revolutionizing. Chisaki was scary because he had a plan, and he raised the stakes for our heroes. Shigeraki on the other hand would have been in jail if it wasn't for all for one. I get that he's supposed to be learning and progressing with our heroes, but in the meantime I feel like there's no real dread in the story with All for One locked up. I'll accept the downvotes, but man I'm a little frustrated story wise.
