It depends on your own personal preferences. The tension of possibly getting caught can cause extra excitement. The thought of: "we are doing something that is not allowed/will be in trouble if we get caught" can make you want to do it, like a telling a teenager not to do something makes them want to do it even more. Adults can be quite the same in this. As soon as you're not supposed to do something, it becomes more interesting.
Secondly, when you are new in a relationship and all you want to do is touch each other, the location does not really bother you as long as you can do it as soon as possible. looking for a morally accepted location can be quite a hassle.
although I have to say, manga/manhwa are usually an exaggeration of real life, so I would what you read not take too seriously. Sorry for the long response, but this is my view on it, haha. (=・ω・=)

Voyeurism is wanting to watch people have sex in front of you. Exhibitionism is getting off to having sex in a public setting whether you are exposed or at the possibility of being exposed.

Some bold people go out for those crazy sexual play stuff. Others post gifs/videos/photos on actual NSFW subreddits of them having sex secretly in a public area so yeah. It's a real thing. There's being out in the public and the thrill of almost getting caught.
Does ppl really get excited in public when they can die of embarrassment when someone notice them? Or is just happens only on manga/manhwa etc. (not in real life)
