
Plenty of people are born as "intersex" generally, a corrective surgery is done at birth (in developed nations) and the parents will pick a sex and gender for the kid. In the womb, the process that determines sex "kicks off" later in the gestation period. This is why all guys have a line on their scrots where the labia fuse to form testes.
Fun fact: the process that makes the male bits develop can be cancelled. Generally, women have XX chromosomes while men have XY, however, some XYs don't activate that Y and turn out to be perfectly normal women. Most people would never know unless they got tested.
