I think you may have answered your own question, it's possible that he could have been from anywhere and it wouldn't have mattered. I think it's probably more that he's such a good tattoo artist, and possibly one with a lot of experience with covering up scars. Though I'm just guessing.
I am alwaus looking for tattoo related comics, so I am really greatful for the translation!
Also, tattooing a scar is hard (from what I understand). Also why a korean tattoo artist?
