Neither, Asisi has a different father, idk which chapter but during Asisi's point of view, it was shown there what Asisi's father looked like, so he's not connected to Caitel and Ria other than they're lords and a knight.

So they don't have any blood relation, they could be called step brothers in today's time but still no blood connection.
