No because cause he didn't force it on anyone. It sounds like he single handedly changed the law, but that's not possible without the consent of the members of parliament and the president needs to approve it as well. The author just left out details. So what he probably meant that he was able to convince the MPs and Pres to change the law for him... This is democracy after all not monarchy

recently they gave a rule where incest is fine and u can marry yo family members, but what i like the most is what the UK is doing, in their law incest is the sexual acts between a male and a female from the same family, meaning if two dudes ,brothers want to marry that's fine, and about homosexuality, it was fine loooooooooooooong ago...
wait, is that not power abuse? to change the rules to your benefits ,sure they can change the rules if it's useful to the civil mass, and can a prime mister change a rule, that's only if he convinced someone from the Parliament or that someone from his party became one of them so they can sort out new rules...
