sometimes Mangaka will take out characters that they don't like or think won't amount to much so that they don't have to draw as much, only to add them back in later because said character turned out to be more important then they originally thought. They'll also change when a character is introduced so that the story flows a bit better, since novels and mangas have a different format to them. It could be either one of these, or something else entirely. I'm just glad the guy got introduced at all.
