I personally believe that the author is simply lacking the experience to wrap up a story like this properly.
This is, in my opinion, a general problem of the webtoon industry. They give young and inexperienced authors the opportunity to write a full length series (because for some reason publishers don't seem to be very interested in short webtoons) and at first everything's fine because they are talented and passionate but once the story reaches a point where they need more than this is starts falling apart (with a kind of messy end and a lot of missed opportunities).
