And then in the other bubble he goes on to say "He bit me in the nape....or something like that."

Now I'm not too sure why he said that since Megumi didn't actually bite him, Megumi said he wants to wait until they become adults, but I'm guessing Tsugumi wants his parents to see them as mates now?? does Megumi's friend like him? why is he doing this?

Yeah so in that panel he says "I love you, Megumi!" As to why he was doing what he was doing, he sprays Megumi with some kind of pheromone perfume that makes them both aroused and he says things like "I can't give you over to Tsugumi" and "if you have sex with me, you'll fall in love with me, since thats what happened with you and Tsugumi" so yeah basically he's had this unrequited love going on for Megumi but I guess he snapped and couldn't hold it any longer. Either way Megumi refuses to accept his feelings.
