Because the only way to secure his rule is by killing the legitimate heir to the throne. If he left her alive, there would always be a chance that a rebellion could break out. So to prevent a possible civil war means to kill her.

Ive said this in another comment, don’t be fooled by that. Every. Single. Ruler. In history. That murdered their own blood for the throne had the same mentality. « I’ll be a better ruler ».  « I’m the only one who can save the country ». All of them. It’s not an excuse or a justification.

He said that he doesn't want to be her enemy and that might be true, but that doesn't mean he wouldn't do what he thinks he has to do to "save" his country. He wouldn't kill her because he wants to or for the fun of it, but because he has to.
