Well French and Italians (as well as other Europeans) do have a greeting casual kiss, usually a cheek to cheek thing, but I've seen some who peck on the lips. The difference being its like a second and not a long passionate thing like the manga characters are doing.
Kiss on the cheeks~ not on the lips. And the light peck is usually towards family members not strangers or friends.
Unfortunately here in Italy there are some best friends and family members (like daughter and mother) who kiss on the lips....
We latins do it too but just with family
It’s more common with the people and families who are really close and till a certain age
I can’t recall how many times I’ve read a manga that says maybe that’s how foreigners greet each other....
