If he loves his mistress that much why choose someone else to be queen?
I guess becsuse her status isn't hight enough for her to even be a candidate to be queen. Just loving her isn't nearly sufficient reason.
i just read this from another comment but i think the reason why he wanted a queen in the first place its cuz the mistress has a much lower status. so if he has a queen and the queen ends up doing something bad or be punished. he could just dethrone her and automatically the mistress will be the next one to be the official queen.
I hope it's only a fckng revenge story.

This probably isnt a love story, huh. Like,,,,,,, if you look at it from another perspective, the i guess its pretty normal for a king to have a mistress that cant become queen for one reason or another. Being mad about him for trying to make sure that the new girl (who he doesnt love, hell, even KNOW btw) doesnt antagonize the person he (supposedly) loves/has a relationship with doesnt make him a bad person. As for the sister that was beheaded, who know what tricks she tried to do in order to get between them. In another story, SHE (the sister) wouldve become the antagonist because of her not learning her place and being happy with the position as queen.
