I think they have a healthier relationship then khoal and river. Heil actually likes to be with him and wants to be with him, they truly enjoy their time together. And with that female god now an enemy of rivers, the safest place is with heil because the gods don't like going to the underworld because they feel a pull to the river to get reincarnated, so they don't visit much I read.
