That's what OVAs originally were: shitty and simply animated manga panels with voice acting.
The new types of OVAs are like normal anime episodes, likely with a different plot than the real story too. They are nothing to compare anymore.
It's still the only animation we'll ever get of it, I'm sure. So we shouldn't complain.
