I mean in his previous lives as a hero it seemed like he spent all his time training and fighting and was given no time to interact with the outside world lol, so I guess he wouldn't know what constitutes a scammer vs. A low-level water magician who couldn't provide as much water as he could.
He just thought this time he'd be able to live just for himself, but things never go that way after all.
