I agree but even if there weren't internet, then they should think about some register and some other way to communicate with soulmates, let them be letters

I feel like there'd be LOTS of ppl married to their soulmate. Companies would create apps and websites dedicated to finding your soulmate. Just type in your initials and the initials on your body and wait for a match. Inevitably you'd have multiple couples with the same initials so I could see some slight problems occurring there but the idea that NO ONE in this universe has thought of that is pretty dumb.
