That IS meat. Usually made with cooking pork with soysauce and has a sweet and salty taste. Goes very good with rice. Has the perfect consistency of meat to skin to rice. Soft and a bit sticky from the soysauce.
Its called “Red braised pork belly“ or “红烧肉”.
