From what I've come to understand, One For All can only be passed along if the holder WANTS to pass it on and chooses to do so. If anyone could just take it from All Might, they probably would have taken a lock of his hair against his will or something. It can only be passed if the user wants it to. But any type of DNA can be used (Blood, saliva, sweat, hair, skin and yeah semen too)
