In the Novel, though it was not totally sure, it was hinting that the Emperor was bewitched by a love potion.
It is not yet seen here but in the Emperor's POV, there are times when Rashta was in trouble, the Emperor does not really care but somehow he needs to comfort Rashta and follow her whims.
I feel bad for the emperor actually.... he was gifted a useless brain, and we wasted the opportunity to have the best wife in the world....
