Do you not see the part where he told him to 'hurry up and fuck him' because he's thinking of the director's planned meeting with the president Choi. Even without that, of course Suha wouldn't be able to refuse because that's his 'boss'

No. What you're thinking about is coercion, which happens along the lines of "sleep with me or I'll fire you (or: fire someone you care about) / or I will not hire you or give you the promotion/position etc that you / will not pay your salary properly / will make your life hell at work... etc etc. But that didn't happen in this chapter, if anything it may have happened the first time they slept in the office, because director said "you'll have to collaborate with me", shutting the door forcefully and all. But not exactly in the way you say, 'cause if a superior starts ditching work, that's not a credible reason for a subordinate being forced to sleep with him, as both superior and subordinate know the superior will ALSO have to suffer the consequences of not fullfilling his duties, sooner or later...if the board hears any of it and removes him from his post by declaring him incompetent (and, with the way his gradnma/mother/whatever doesn't seem to think much of him, I'd say that'd happen rather sooner than later).
I think you're reading too much into this, you're on the line of a slippery slope. What I'm pointing to is actual rape, isn't the "No" "Wait" and "Slow Down" said by Suha already poses as a sign of rejection? Even though he's concerned about the director's welfare and not his, it is still rejection and what he gave was an indirect one. No just simply means no no matter what the circumstance.

The Director was serious when he said it but Suha, being the dense, work-minded secretary, only ever thought about the director's meeting and that's what broke my heart.
