Hmmm... I kinda thought Shin would do that.
Shin loves Wolfgang, but even when he was young he always wants a benevolent somewhat perfect king. (Shin's a king maker)
Even way before, though it will hurt him in the process or he is merely a shadow, he will always do what should be done for the goodness of the Kingdom and To have a good King.
And a Good King needs an heir that Shin will never be able to provide Wolfgang.
