All sungjoon is craving for attention from his crush... he earnestly cares for Tae very much. He just needs the same feelings to be reverted to him.

I don’t know where you got your definition of harassment from, but trying to intimidate others while having an hostile attitude is harassment, and that’s what he did, to the point where the Mc got annoyed and directly asked him about it, just because he lied in order to save himself from revealing Tae’s secret by being annoying with (because telling a practically stranger I’m better looking than you is not cute, it doesn’t make the situation better, try doing that to a stranger in the street or to a coworker and see I’d it’s cute)
Hajin was childish and made a situation that wasn’t about him all about him, he made that one time, he snapped once, and he have insecurities because he is not a vampire so he feels like he is being deemed an unreliable friend, it doesn’t excuse him, but it does not put him in the same category as a whole bully.
