In Japan it is legal to marry your cousins, and it is legal sex if you're above 13 years old.
I don't treat Japan like the USA. Just because cousins can marry each other, doesn't mean it's right. Also what does consent in 13 does anything to do with it? Those who want to have sex with 13 year olds are pedophiles, just because something is legal doesn't mean it's right.
japanese people still think incest is unacceptable and weird but you're right, its not punishable by law. you shouldn't act like it's not frowned upon in real life though because it definitely is, lol. it just seems to be okay in japanese media since it's forbidden nature turned into somewhat of a fetish.
