In my opinion,Charti thinks that crown prince likes Irene, so they won't be together. And she genuinely likes Cal for being a nice person, not totally in a romantic way, but there's chance for that

I think she's in a position where she needs Cai's assistance too. She's a Regina, so she cannot be with just any guy. Only princes will do. So I think she needs him for going to parties and events. I know it's unfair, but life's not a fair game. She's not there to play love story. She's there to be the empress. I like Cai, so it feels bad that he's only a 2nd ml. But it doesn't do Charti justice just blaming her like that.

I don't think that she's leading Cai on at all. Like sure in actuality people would normally start to suspect if someone likes them based on their actions however, this is a fictional manhwa. In fictional romance stories the female leads are pretty smart in everything but romance. They are written to be oblivious in those situations. Also Cai isn't leading Charti/Sati on either. It's not like she has a crush on him or anything. We all already know that she's going to end up with the crown prince because that is how these stories go however, Sati does not know that she will because once again female leads are hella dense when it comes to things like this. Not only that, but we are also the readers so we can assume that information but how can she know that she will end up with the prince when she is the one in the story? Do people just automatically know who they are going to end up with? I think not. Anyway, I'm pretty sure that the recent events are going to make her start suspecting that Cai likes her so things should at least get a little bit less "annoying" for you.
