In the previous life, there is actually a character named Zay but she died young trying to save azef. Azef fell for Elisha (Zay's twin sister) because she look similar to Zay and as we know, Azef lived only at the age of 22 years old because he gave his soul to the devil.
But in this life, 19 year old Zay was able to meet 21 year old Azef due to God's help.
They are indeed fated partner but because Azef lost his soul to the devil in his previous life, his seal is with Zay. In other words, Zay has both seal with her. It's been hinted before. Remember the chapter when Zay heals him with her power there was a glow on his chest? Once he becomes a man enough to give his love to someone else only then will he receive his seal :)!!!!
Alceste the prince will then rise to be emperor and Azef was very helpful for that. Alceste was once confused that Zay was his partner (similar to how Azef was confused Elisha as his love in the previous life) later, Alceste and Elisha will marry and have kids !!
