I DO think we will have major losses though. There’s still a lot left to unpack. Will Hawks be imprisoned for killing best jeanist. There’s still the fact that Shinso hasn’t even properly been integrated into one of the hero classes. What will end up happening with all for one, now that he’s given Shigaraki a copy of his quirk... I don’t think he’ll want to permanently rot in prison, there’s still quite a bit. I don’t see horikoshi solving all that in this battle and just some light aftermath.
He’s in it for the long haul I’m sure.

the possibility of deku's original quirk, as it is possible afo took it from him (the doctor working for afo being the one that diagnosed him quirkless)
and as this is Shigaraki waking up either he lose consciousness or AfO giant minion make him hide or he suffered thru overuse so he needs to recover.. anything can happen but definitely this is not the end coz AfO would have several plans in the making we don't know about

plus the narration of this whole manga is by "future" deku, which is already the top hero. this will definitely not be the end. we will have to at least see them graduate, and how deku became the nation's top hero because i dont think his fight with shigaraki here will actually take him to the top just like that. the scale of this arc is so big but i really dont believe it's the final

yea im pretty sure he said he has a lot planned and since his other mangas werent successful and he's kinda been "waiting" to have a "debut" (which is exactly what bnha was) he wouldnt be ending it any time soon.

Everyone keeps commenting that this is how it's going to end but I highly doubt that, there's just a lot of stuff that still needs to happen: Dabi's reveal, Deku being able to use 100% of one for all and unlocking all his other quirks, yeah sure Shigaraki and Deku might fight now, but to be honest I don't think that this is going to be their last fight, something brutal is probably gonna happen in this fight but there's still a long way to go, I hope...
