One of my favourite fanfics posited the theory that it's Vlad King, and I am inclined to agree. Though it remains to be seen if he's the leagues spy or just All For One's

I actually think there is one because Horikoshi let some hints about traitors meaning he does remember there is one and it's still included in the main story. I don't think he would've brought the topic up again if he just intended to burry this subplot. Also i recently read an interview talking about Uraraka and he said about her that "she doesn't have a hidden side" with a wink so i think Horikoshi pays attention to all theories about the traitor and is trying to mislead us so we won't find out until he decides it's time for him (or her) to show up.

I’m going with toro hagakure. She is always so nosy and with her stealth it would be easy to relay a message to the enemy without getting caught.
I’m also heavily side eyeing cementos but that one is unsubstantiated. Mainly because I think he’s sus.
