Hmm I think it’s bc of the black goo stuff(sorry been reading a lot of manhwa that I forgot a little of the plot in this story) that made him do that. Anyways It’s probably telling him that it’s okay since he loves him. At least that’s how I think this is going to be justified. And the main character is probably going to accept the apology bc it’s not like number 15 would do that when he’s conscious.

I think that no 15 saw Luis memories /fantasies about his friend so maybe he thought that's the way to show love or something like that , no 15 doesn't has any social skill and this is the first time he is interesting in someone. My point of view
I wish the author had a more age appropriate love interest for Louis/177. 15 mentally doesn't act like a 20 year old due to lack of social skills and parental figures. It's just strange 15 helps him from a guy that was about to rape him and he does the same thing.
