At first I thought so too. But then I was like ”crossdressing” as a skill? What makes it a skill exactly? That he is always beautiful at it? My confusion got worse when she asked if he has a criminal record. Why must crossdressing make you a possible criminal? xD
As I said before, he probably crossdressing because he do some job like assassin or spy or stealing stuff. Crossdressing to hide identity. Well... I'm not sure myself. Maybe I'm wrong..
