Ino is somewhat at fault for Seolhyun split personality, but he didn’t do so out of bad intentions. Seolhyun has marked Hwa since they’re kids, so without Hwa there’s a chance Seolhyun might go crazy or even die because he need his partner to tend to his needs when he’s in heat. Because of the hypnosis, Seolhyun forgot who he is and can survive without Hwa by his side. This is what cause the split in personality. Seolhyun is a female who think of himself as a male.

I’m not 100% sure but I remember it’s because Hwa is going back. He only came there to visit. Ino found out Seolhyun and Hwa are already a pair after Hwa left and that’s why hypnosis is the best solution he came up with so Seolhyun body don’t act up. If not his body will go in heat and need Hwa (his partner) to take care of. It’s said that without his pair he can die. They originally plan for Seolhyun to be a pair with a pure male lycan but Seolhyun went and marked Hwa beforehand. That’s why the problem is what it is now. It’s somewhat similar to Hwagok and Yibin story where the lycan is trying to get Hwagok to marry Ino.
The story is quite confusing and the translation are also mistranslated at time so I might not be 100% correct but this is what I think the situation is.
