They aren't trying to make her open her heart to him for just "Oh I love you and want to protect you" He literally just wants to use and manipulate her more, and she isn't falling for it either. So yeah, he does want her to do that, but it is obviously being used as a manipulative behavior to get what he wants and dispose of her. You aren't supposed to like him, I think.
i really don't think this is good lol... as in they're trying to make the emperor, a tyrant, who MURDERED (imagine this) your parents into a thoughtful guy who wants you to open your heart to him... yeah. no. problematic as heck.
