It’s typically a nickname. A short form of Richard. Maybe his name is Richard?

Well, that is a really interesting question, but more important:
I am German and in my language "dick" is another word for "fat". So every time I have to smirk if I read "Dick"

I am an Indian and there are many words in English that are totally different in Hindi and other languages.
