From what I understand he just "started" the bullying, didn't actively participate in it... So yeah, thats already pretty because it means he let it happen, but it also means that never meant to hurt the uke, and just made a mistake as a teenager
Sanada probably started it coz he developed a crush on Ito-kun and the others just followed and escalated it, and Sanada was probably too scared to step in lest people find out he likes Ito

They have a lot of misunderstandings but at least they solve it in a chapter or less and not being too draggy about it... Sanada gets jealous easily but it's hella cute and Ito is being a crybaby but that what makes him adorable I NEED MORE BL CHARACTERS WITH THIS TYPE OF EYES PLEASE
A lot of people hate him but, I think Sanada isn't really a bad guy. I'm not saying I'm ok with bullying and he could have done something else besides that... but you can see he really regrets that and he tries his best to fix it by not running away or being honest with his feelings that's why he's a clingy guy who loves to spoil Ito and overthinks a lot cuz he is scared to mess things up again
If it was another typical yaoi manga, he would just be the type of Seme who will continue to bully the Uke just to get their attention... but Sanada isn't like that he doesn't want Ito being sad again to the point he's willing to break up despite being in love cuz he thinks he is forcing Ito with the relationship...
Anyway at least Sanada has changed but still has some flaws like every normal person and Ito is very happy being with him which make me happy too huhuhuhu, Sadly this manga is only 2 volumes long wish it was longer, I'm gonna miss these cuties ╥﹏╥
