He did not kill innocent people but he sure hurt innocent people (Il is still Yona's father)... and either way King Il and Yuhon wouldn't make for a good king. Yuhon would kill innocent people and Il would also let his people starve and close his eyes from corruption happening. I'm not taking sides but no matter your reason, killing is not just. Soowon, Il and Yuhon, what they all did are wrong and shouldnt be justified. It will be just endless cycle of revenge and killing.

Sowoon doesn't even ponder about this fact. All he care is waiting for the time whether King il is worth killing or not because he had a reason to do so
Everything made sense now, and Soowon, he definitely resembles his father A LOT. They don't care about killing innocent people to accomplish whatever it is that they thought is the right thing for them.
