I think it might have been cause Jesse felt awkward about wearing dresses while working too knowing her personality, and Annie on the contrary, loves to show off. Although i would have liked it better if at least it was a bit more different xDD Jesse deserves all the love!!!
The way they gave the red haired maid a whole new dress design but only added some laces and a few details to the other maid's （￣へ￣）
