I think he wanted Lilian to learn to punish the servants herself and to become a superior without the help of others. At the very least, that is what he said on chapter 3.

I think the brother want Lilian to grow a backbone and stand up for herself and show the servant that she's also the daughter of the Duke and deserved the same respect and for the servant to feel fear when looking at her but at the end of the day the Mc is still a kindhearted person

Second I love the pace ill rather have this than wait 50 chapter for something to happen between the two(〜￣△￣)〜
