Sasabe have though time during heats. It escalates to the point that high quality suppressants pills doesn't work anymore. It is mentioned a few times in the manga that originally Sasabe wanted to quickly paired with an alpha so he can life his live peacefully but then he fell in love with Utou (a beta). Added on topnof that are Utou's indecisiveness, the sum boss taking advantage of Sasabe's biology to entertain clients and Shiratori's manipulation, plus several time almost raped by strangers on the street during pre heats.. cause Sasabe to make a rash decision to pair with Shiratori. Honestly if Shiratori is a decent alpha Sasabe and Utou probably wouldn't be together. Sasabe probably wouldn't even know that Utou like him back.

Exactly. People forget that he is an omega and it is elaborated in the story that nothing works with his heats. He is a working target. The issue would still be there if sumi was with utou too.
