Not quite, Koto knows her approach is troubling on Kousuke, that's why we then see her taking things calmly and stopped being impulsive, like we don't see her jumping on him on sight now xD.

So Koto is just a person who does as she wants not bothering about whats considered normal. She tried to be a fish like her mom likes but realized she isn't. Just makes the idea of their love being real all the more true tbh.
