I agree with you, he could live with her like a room mate/friend, or live not far from each other so that way he could keep an eye on her. So there was plenty ways to resolve this problem, Kaoru probably feels guilty now(imo she shouldn't).
Reich shouldn't marry her if he doesn't love her. If he pity her, He should just care her like little sister or adopted as little sister.
