Yup, phase 1 is time manipulation (stopping time for everyone but himself, I guess). Phase 2 (Realmheart) is a power boost of sorts (will be explained more many, many chapters after this). Realmheart is only possible since he has Sylvia’s will (only Dragons are capable of this but since Arthur’s not one, he experiences sever backlash)
