yeah the translation is a bit unclear tbh I only understand what's going on bc I read the novel but basically the crown prince sold the casino to the aristocratic party members and blocked some trade routes so prices are going up due to low supply, this will later cause aristocratic party to overly depend on the casino for income and be tempted to do illegal business in the casino so the crown prince can bust them up
